The LLQP, Life Licence Qualification Program, is the national licensing requirement for life insurance agents in Canada. This guide covers the four modules, cost, how long it takes, and exactly what to do once you pass.
What Is the LLQP?
The LLQP is the education and examination requirement for anyone who wants to sell life insurance, disability insurance, or segregated funds in Canada. It’s recognized by provincial regulators from BC to Nova Scotia, though Quebec has its own separate system through the AMF.
The harmonized version (the HLLQP) replaced the old province-by-province courses in 2016 and is now the standard. When you hear ‘LLQP’ and ‘HLLQP’ used interchangeably, they refer to the same thing. Take the HLLQP if you might ever work in more than one province.
The Four LLQP Modules
Module 1: Life Insurance
The core module. You’ll learn about term life, whole life, and universal life policies: how they’re priced, how underwriting works, and how to explain coverage to clients. Covers beneficiary designations, policy ownership, and what happens when a claim is made.
Module 2: Accident & Sickness
Covers disability insurance, critical illness, and supplemental health products. Benefit periods, elimination periods, own-occupation vs. any-occupation definitions, and individual vs. group coverage.
Module 3: Segregated Funds & Annuities
Segregated funds are the life insurance version of mutual funds, with principal guarantees and a death benefit. This module covers maturity and death benefit guarantees, resets, and basic annuity products.
Module 4: Ethics
CLHIA guidelines, client duties, conflicts of interest, and conduct standards. Shorter than the others, but regulators take it seriously. Don’t skip it.
How Much Does the LLQP Cost?
LIP has negotiated exclusive discount rates with two approved LLQP providers. Oliver’s Learning (oliverslearning.hllqp.com) offers the full LLQP course for $350 using code LIP350 at checkout. PNC Learning (courses.pnclearning.com) offers their LLQP Exam Prep & Certification Bundle for $330 using code LIP330 at checkout. Both codes are case-sensitive and include practice exams. On top of the course fee, provincial exam fees are typically $50 to $100 per module ($200–$400 total). These are paid directly to your provincial regulator, not to the course provider.
See the provider comparison table below for current pricing. Prices change, so confirm with the provider’s website before purchasing.
How Long Does the LLQP Take?
Most people complete all four modules in 4 to 6 weeks of focused study. The courses are self-paced and fully online – the faster you move, the faster you’re licensed. Total timeline from first day of study to an active licence is typically 4 to 6 weeks. With consistent effort, a new advisor can be earning within 6 to 8 weeks of starting.
| Stage | Typical time |
| Complete LLQP course (4 modules) | 2–4 weeks (self-paced, fully online) |
| Pass provincial licensing exams | 1–2 weeks after course |
| Find a sponsoring insurer | Concurrent; apply before you finish |
| Get E&O insurance ($485/yr) | Register with LIP for access; same day |
| Submit licence application | 1–3 weeks processing |
| Active licence, ready to earn | 4–6 weeks from start (first commission possible by weeks 6–8) |
LLQP Provider Comparison
There are two approved LLQP course providers that LIP recommends. Both are fully online and self-paced. LIP has negotiated exclusive discount codes for each, so use the code at checkout to access the reduced rate.

What Happens After You Pass the LLQP?
- Find a sponsoring insurer or MGA. You cannot hold a licence independently. Some brokerages, including our featured recruiter, recruit LLQP candidates before they’ve written their exam.
- Get your E&O insurance. Mandatory before your licence activates. Through LIP’s program, PRO’s E&O costs $485 per year, payable annually or monthly. Register with our featured recruiter to access it.
- Submit your licence application through your provincial regulator. Your sponsoring insurer will help you through this.
- Begin onboarding with your brokerage. Once your licence is active, you’re ready to start meeting clients.
